1. To administrate discipline inspection of CPC in the whole city. Carry out the decisions made by CPC central committee, provincial committee and municipal committee on strengthening and improving Party’s style of work and struggle against corruption. The commission for discipline inspection shall uphold the constitution and other statues of the Party and check up on the implementation of the line, principles, policies and decisions of the Party as well as supervise the responsibility system of the construction of Party’s style of work.
2. To be responsible for the administrative supervision of the whole city. Implement the decisions made by State Council, Provincial and Municipal Government on administrative supervision. To supervise Municipal Government Departments and their staff, counties (cities), districts and their leading carders as well as other staff employed by Municipal Government in implementing state laws, regulations, policies, government decisions, commands and national economic and social development plans. Commission for discipline inspection shall supervise and instruct the work on correcting malpractices in government departments.
3. To organize and coordinate the work on improving party’s style of work and against corruption. Together with the organization department of CPC, Ningbo Committee, the commission for discipline inspection shall adopt the working mechanism of “one vote veto-in the process of leader promotion, a vote concerning corruption has the final say”. Upholding the responsibility of the leadership office for improvement of municipal party’s style of work and anti-corruption.
4. To inspect and deal with the cases of the violation of CPC Constitution and or other statues of the Party by Party leaders in municipal departments, party organizations of counties or districts and other party member who are directly administrated by CPC Ningbo Committee as well as take Party disciplinary measures or present the suggestions. Be responsible for investigating and punishing the behaviors resulted from the violation of state law, regulation, policy or political discipline by Municipal Government Departments and their staff, municipal counties (cities), districts and their chief leaders, other staff employed by Municipal Government as well as giving administrative punishment or suggestions against the responsibility persons according to laws. To investigate important or complicated cases under the responsibility of lower commissions for discipline inspection and supervision departments.
5. To deal with complaints and appeals made by the CPC members and appeals for administrative punishment made by the supervised. Be responsible for the accusation and report made by individuals and departments on the violation of regulation of Party leaders and other supervised departments and persons as well as protecting the legitimate rights and interests of party member and government staff.
6. To draw up party and local regulations on party style construction and work against corruption. To modify and rescind inappropriate decisions and regulations issued by the discipline inspection commission of the counties (cities) and districts of Ningbo Municipality.
7.To draw up education plans on construction party work style construction and work against corruption. Work with other departments to publicize the policies, laws and regulations of CPC discipline inspection and administrative supervision. The commission for discipline inspection shall provide education for Party members and government employees to observe the law and work without any corruption.
8. To do theory research on Party’s discipline inspection and administrative supervision. It shall investigate the questions with trend for further development in party’s work style construction and against corruption.
9. To coordinate organization department of Party to test the secretary, vice secretary of the commission for discipline inspection in the counties (cities), districts and municipal departments. The commission for discipline inspection shall inspect and prove the candidates of leading groups and leaders of discipline inspection commissions in counties (city) and districts as well as the vice secretaries and supervision directors of Municipal Departments. Be responsible for recruiting, testing, inspecting, rewarding and punishing other leaders in dispatched organizations. To investigate and analyze the organization construction work of supervision system. To coordinate relevant departments to instruct carders’ work in municipal’s supervision system and organize and instruct the carders’ training in discipline inspection and supervision system.
10. To undertake other things entrusted by higher discipline inspection commissions and supervision departments, CPC, Ningbo Committee and Municipal Government.
